The game rules are as follows

•  Four 52 card decks are used
•  Dealer stands on soft 17
•  Double on any first two cards
•  Double after split allowed
•  Resplit to three hands
•  Dealer peeks for blackjack

The only difference between this game and Vegas Downtown black jack is that the dealer stands on soft 17's while in the downtown version the dealer hits.
